DrPhilip Heptonstall

I graduated in Economics from The University of Hull, followed by sixteen years as a business analyst and project manager in the London wholesale insurance markets - developing, implementing, and supporting a range of business-critical transaction processing and financial systems. I completed an MSc in Environmental Technology (specialising in Energy Policy) at Imperial College in 2005, and until Summer 2024 led systematic reviews and rapid evidence assessments within the UK Energy Research Centre's (UKERC) Technology and Policy Assessment (TPA) team.

More recent (2025) work was related to the impacts of locational/zonal pricing within the GB electricity system. Since Spring 2026 I have been working on the UKERC Reformed National Pricing (RNP) Forum. The RNP Forum is an opportunity for UKERC to convene engagement that can build a constructive approach to assessing GB electricity market design options, and provides a mechanism for interaction and engagement between industry, government and independent experts.

During my time at Imperial, I also completed my PhD, which assessed the accuracy of electricity cost estimates and their role in policy making.
