MissElsy Milan

Elsy is a PhD candidate at the Centre for Environmental Policy (CEP) where she conducts research on conceptualising a novel policy framework for de-risking investment in carbon capture and storage (CCS) and Blue Hydrogen for decarbonising hard-to-abate sectors (Ammonia, Methanol, Iron & Steel, and Cement) under the supervision of Dr. Gbemi Oluleye. Her work is funded by the President Scholarship and the IIE Emergency Educational Fund for the UK-Levant Fund.

Elsy is currently the negotiator for the Lebanese Delegation on Article 6 and the Technology Work Programs at the Conference of Parties (COP), promoted by the UNFCCC.  
Chosen by UNDP Climate as one of five most influential youths in fighting climate change int eh MENA region in 2022, Elsy is a Climate Ambassador with Connect4Climate, an EU JEEL Connector and a COP delegate. Through her collaboration with numerous high-level entities and international organisations, she works on empowering young professionals and women in ensuring an equitable energy transition.

Lately, she has received the Student Award for Outstanding Achievement for Year 2025.
